Congressional Republicans Support Trump's Proposal to Overhaul Obamacare

American lawmakers are working through the weekend for the first time since the federal closure began more than a month ago, but hopes for a cross-party deal on how to end the standoff appeared to diminish as GOP senators proposed a plan unacceptable to Democrats: eliminating the Affordable Care Act, called Obamacare.

Deepening Consequences of Federal Closure

The effect on Americans from the longest closure of the federal government in history worsened on Saturday, as government employees went unpaid, airlines were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.

Trump's Proposal from Golf Course

As Saturday's session got under way, Republican senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by health savings accounts.

"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

GOP Endorsement

Multiple Republican senators welcomed the proposal, which is similar to a replacement for Obamacare put forward in 2017.

"We're going to replace this failing program with something that is truly better for the consumer," one senator said.

Another senator praised Trump's proposal on social media, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator wrote in reply to Trump's suggestion. "We need to stop public funds from going to carriers and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."

Opposition Response

Democratic lawmakers shared alarmed reactions to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been defeated by the public and Congress."

Another senator reacted to the criticism of carriers by writing: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Seriously? In that case I welcome your support for universal healthcare."

Continuing Talks

The Senate adjourned without reaching a resolution, but Senate Republican leaders have signaled an willingness to an emerging plan from a small group of centrist lawmakers to terminate the shutdown in exchange for a future vote on the Obamacare subsidies.

One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "require another way ahead" after Republicans rejected an proposal to reopen the government and continue the subsidies for a year.

Another senior Democratic senator persisted in arguing that Republicans should accept a 12-month continuation of the subsidies before discussing the future of the tax credits.

"Doing nothing is irresponsible because people will go bankrupt, people will lose insurance, people will get sicker," the senator said in a Senate address. "That is what will happen if this Congress does nothing."

Partisan Dynamics

Not one of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same carriers, or that Republican lawmakers need the support of eight Democrats to reopen the government, and the concept of repealing and replacing Obamacare with HSAs is unlikely to earn a solitary Democratic vote.

Several analysts suggested that the essence of such a proposal would remove the ACA's requirement that carriers cover patients with existing health issues.

After his golf outing, Trump returned to his private club and doubled down on his demand that Republicans stop seeking agreement and try instead to repeal and replace Obamacare with a version of the proposal that was unsuccessful to secure enough support in 2017.
